| Implementation issues for this plan include infrastructure improvements, design review for future development and redevelopment, and an association for property owners and businesses. The Metropolitan Development and Housing Agency has completed an infrastructure improvement program which cost approximately $7 million dollars, and has provided The Gulch with a newly integrated system of streets and sidewalks and revamping of all public utilities including sewer, water, gas and electric services.
With respect to planning for The Gulch, the Metropolitan Nashville Planning Department is in the process of undertaking a study which supports a new urban development including a mixture of high-rises, mid-rises and street level buildings, all for multiple uses. It is anticipated that the plan will become part of the Sub-Area Plan for the development of downtown Nashville. Marketstreet Enterprises, LLC is working closely with the Design Studio of the Metropolitan Nashville Planning Department in this process.
The Metropolitan Development and Housing Agency is likewise continuing to monitor and assist Marketstreet Enterprises, LLC in the design and development of The Gulch, and to provide, in appropriate situations, Tax Increment Financing for those projects which include affordable housing.
Under the leadership of Marketstreet Enterprises, LLC, a Business Improvement District is in the process of being formed in The Gulch. A majority of property owners in The Gulch have all approved of this plan, and it is anticipated that approval will be received from the Metro Council for this taxing district in late summer of 2006.
The Gulch Business Improvement District will be managed by an association of property owners in The Gulch, including long-time property owners and recent property owners, which will work to establish a viable Urban Community in the Nashville Urban Core. The objective is to create a location in the downtown to live, work, and play. Direct day-to-day management will be contracted to the Nashville Downtown Partnership.
